tested fan motor, works. fan lead only gets voltage sometimes.

Didn't understand what is really happening, first which fan are you speaking of, is it the one inside the car or outside?

When you use car in the city traffic, engine gets hot.Stop the engine , cooling fan continuous cold the engine until engine gets cold enough.Could be a car battery problem in the future.
